Fixed ALPRs installed
ALPR status
Toronto has a fixed ALPR deployment that appears to be entirely undeclared. A south-facing, pole-mounted, solar-powered Genetec AutoVu Cloudrunner — a stationary automated licence plate reader — is installed on a City-owned traffic-signal pole at the northwest corner of Bloor Street West and Spadina Avenue, and has been independently photographed by multiple members of the public (below). The undeclared nature is a major concern: panopti.ca's review of the City of Toronto's complete procurement history (both competitive and non-competitive contracts), the Toronto Police Services Board's public agendas and minutes (2022–2026), Toronto Police's own public AI-technology register, and Genetec's announcements turned up no procurement, no Police Services Board authorization, and no privacy impact assessment for any fixed or stationary ALPR anywhere in Toronto. The Service's only declared ALPR is mobile — roughly 600 vehicle-mounted units (Genetec AutoVu on parking-enforcement vehicles and an Axon in-car system on patrol vehicles), approved by the Police Services Board in July 2023. Freedom-of-information requests to both the City and the Service are pending.
